Cayce council gives first reading to Comprehensive Plan 2020–2030

CAYCE, S.C. — Cayce City Council voted unanimously on Dec. 7 to approve First Reading of Ordinance 2021-25, adopting the Cayce Comprehensive Plan 2020–2030, a statutory 10-year update that outlines goals and actions across ten planning elements.
City Manager Tracy Hegler and planning staff said the update complied with the South Carolina Local Government Comprehensive Planning Enabling Act of 1994 and incorporated public feedback gathered through two input sessions and Planning Commission review. Hegler credited the Central Midlands Council of Governments and named CMCOG planner Gregory Sprouse for incorporating updated census data.
“The Plan affects the Cayce community, so staff felt it was essential to engage citizens,” Hegler said, describing interactive input sessions and keypad polling used to refine priorities.
Mayor Pro Tem James Jenkins moved to approve First Reading; Council Member Tim James seconded. Council Member Phil Carter praised the Plan’s data and the Planning Commission’s work, calling the document a valuable 10-year guideline.
The Comprehensive Plan frames goals and policies for population, housing, natural and cultural resources, economy, transportation, community facilities, land use, resilience and priority investments. The Planning Commission had voted unanimously on Nov. 15, 2021, to recommend the plan to council.
