Clinton County R‑III board approves assessment plan; hears Title I and RTI updates and APR highlights

The Board of Education of the Reorganized School District R‑III of Clinton County approved the district Assessment Plan for the current school year and received updates on Title I services, the high‑school RTI process and preliminary items from the 2024 Annual Performance Report at its Sept. 25 meeting.
Dr. Sandy Steggall said the Assessment Plan will be combined with other handbooks next year. Nick Wade moved to approve the plan; Greg Harris seconded and the motion passed unanimously, 7–0.
Members of the Title I team updated the board on targeted supports. Dr. Turner led the Title I overview; Lisa Kirk and Sara Rush presented the Title I reading program and Lauren Boswell summarized Title I math services. Tamara Demint and Angelica Lambert described their roles on the district Title advisory committee. Presenters outlined interventions and advisory roles but did not present funding totals during the session.
Sonia Reagan presented the high‑school RTI (Response to Intervention) process and reviewed academic‑intervention steps, related forms and the attendance, behavior and safety criteria used to refer students to the district’s alternative school. Discussion focused on the steps and documentation practices that support referrals and placement decisions; no changes to placement criteria were recorded.
Dr. Steggall reviewed preliminary APR items: the metric for students in session at least 90% of the time rose from 89.2% to 91.8%, and the graduation rate was reported at 100%. She summarized status points across ELA, math, science and social studies and described next steps for completing the full APR.
The meeting also included a finance update: Dr. Steggall reported $3,309,942.72 in Fund 1 and noted that Beth Garr had been nominated for Northwest Teacher of the Year. The board was reminded of the Missouri School Boards' Association conference scheduled Oct. 17–19.
Greg Harris later moved that the board go into closed session; the motion carried on a 7–0 roll call.
