Greene committee asks ODOT to lower speed limit on Massillon Road between Jacqueline Drive and Greenbrook Road

Committee reviewed Resolution 2025-R15 on April 8, asking the Ohio Department of Transportation to declare a reduced prima facie speed limit (45'>40 mph) on Massillon Road (SR 241) between Jacqueline Drive and Greenbrook Road. Mr. Pickett (S7) explained the formal process: the city presents data collected by consultants (radar speed, driveway spacing and cross-section characteristics) and the director of ODOT has final authority to set the posted speed.
"The director of Department of Transportation has to approve speed reductions like this," Pickett said, summarizing the procedural steps. Committee members supported asking for the designated segment but debated whether to also request that ODOT extend the 40 mph zone north to Stice Road to reduce inconsistent speed transitions. Several members said ODOT had previously objected to a longer reduction, so the administration will "pose the question" to ODOT and seek an answer before the next meeting.
Council members stressed the need to balance uniformity and enforcement considerations with ODOT's standards. The transportation chair (S1) said the city will request the designated change and also petition for the additional segment; the administration will report any ODOT response prior to taking final council action. The item remains on second reading and will return to council after the administration follows up with the state.
