Cayce authorizes $68,915 planning contract for 12,000 Year History Park visitor center under $1M state grant

City Manager Tracy Hegler told council on Dec. 22 that Cayce has been awarded a $1 million grant from the South Carolina Department of Parks, Recreation and Tourism to begin work on a visitor center at the city’s 12,000 Year History Park. Council authorized the City Manager to execute an agreement with LandPlan Group South not to exceed $68,915 to perform site preparation and planning tasks.
Hegler explained the $68,915 scope covers a topo and boundary survey, wetland delineation, FEMA flood summary, geotechnical reports, site layout, probable construction cost estimates, an archeological review and permitting work to get the site ready for future architecture and programming. Hegler said remaining elements of the $1 million grant — including building architecture and interior programming — will be brought to council as the site develops.
Mayor Pro Tem James E. Jenkins moved to authorize the agreement; Council Member Tim James seconded. The motion passed unanimously by roll call vote. Council directed staff to seek additional funding for the building itself and noted that any leftover funds from the initial grant would be used for on-site improvements such as parking and site preparation.
