Cayce council adopts Comprehensive Plan 2020–2030 after public hearing

Cayce City Council on Dec. 22 unanimously approved Ordinance 2021-25, adopting the City of Cayce Comprehensive Plan 2020–2030, after a public hearing on the plan.

During public testimony, Chris Kueny of Riverland Park distributed a document signed by leaders of nine neighborhood associations and urged council to implement the plan’s stated priorities for supporting Cayce’s diverse population. Kueny said recent council votes — including retaining a volunteer alleged to have made racist comments and postponing an appointment that would have added diversity to a commission — ran counter to the plan’s Population Element goal and asked the council to “uphold their sworn duty to represent all of Cayce’s residents.”

Council Member Tim James moved to adopt the ordinance on second reading; Mayor Pro Tem James E. Jenkins seconded. Council Member Phil Carter described the document as “very well put together,” and Mayor Elise Partin praised staff for including citizen input through interactive meetings and planning-commission review. The motion passed unanimously by roll call vote.

The Comprehensive Plan update is intended to guide the city’s growth and policy priorities through 2030. Mayor Partin and council members highlighted community engagement techniques used during the planning process, including public workshop exercises and electronic voting that informed plan priorities. The council did not amend the ordinance during the session; staff will proceed with implementation steps outlined in the plan.

The council action follows routine municipal procedure for ordinance adoption; no separate conditions or contingencies were specified during the meeting.
