Howard County Council approves amended Board of Education capital request after debate over transparency and funding

The Howard County Council approved Council Resolution 151, the Board of Education's capital budget request for fiscal year 2026 and the capital improvement program for fiscal years 2027–2031, after adopting Amendment 1 to correct whereas clauses and substitute pages to reflect subsequent Board action.
Chair Deb Young framed the discussion around a perceived shortfall in capital funding, saying the county and school district face pressing renovation needs and citing "maybe $114,000,000 just for renovation costs and systemic repairs." Several councilmembers expressed frustration that the council had not received timely documents and worried that delaying approval could risk state funding. One councilmember argued that the council should not be a "rubber stamp" and warned of process problems in prior years.
Staff explained that Amendment 1 corrects language to reflect the Board of Education's later actions and substitutes the appropriate pages. Councilmembers debated procedural options, including whether to table the measure or call a brief special session before the scheduled public hearing; some said tabling had not been productive in prior years. After discussion, Amendment 1 passed, and CR151 as amended passed on a recorded vote with four votes in favor and one abstention (Miss Walsh).
The council recorded concerns about process and urged continued work between the Board of Education, county staff and state contacts to identify realistic, achievable short‑term plans and funding strategies. Councilmembers noted ongoing efforts (including a task force referenced as HB1440 specific to Howard County) intended to improve the capital planning process.
The resolution and its amendment were placed on record for implementation and further follow-up by county staff and the Board of Education; the council announced a hybrid public hearing for the legislation introduced during the session on Nov. 18, 2024.
