Howard County Council approves slate of appointments and bond measures, rejects one appointment vote

The Howard County Council approved a large group of appointments and several bond and zoning measures during its November legislative session, while a councilmember cast a lone no vote on a Board of Appeals reappointment and several items were tabled for later consideration.
The Howard County Council on the evening of its November legislative session approved a bundle of appointment resolutions, passed multiple bond and refunding measures and moved several zoning and contract items to future consideration.
The council approved grouped appointment resolutions (CRs 135–149) and separately confirmed Council Resolution 150 (CR150) to reappoint Jean Thomas Ryan to the Board of Appeals after an objection from a councilmember who said they could not endorse the nominee. That councilmember delivered extended criticism of the Board of Appeals’ work and process and said, “My vote is no.” The motion to confirm CR150 passed by recorded vote.
The body also approved several financing measures, including Council Bill 54 authorizing the issuance, sale and delivery of up to $150 million in consolidated public improvement bonds and up to $50 million of Metropolitan District bonds; Council Bills 55 and 56, refunding and Maryland Water Infrastructure financing measures (the latter for $23.5 million); and Council Bill 57, a multi-year agreement for high‑bandwidth internet services. Each of those measures passed on recorded votes.
Council Bill 58, which adjusts animal control appeal procedures, was amended on the floor. County staff member Miss Sager summarized Amendment 1 as clarifying that appeals “may be proceedings before either the district court or the Animal Matters Hearing Board” and who may institute civil proceedings; the amendment passed and CB58 as amended was approved.
A number of items were tabled for later review: Council Resolution 138 (appointment of Bruce Fulton to the Board to Promote Self‑Sufficiency), Council Bill 53 (a multi‑year lease for the Board of Elections) and Council Bill 59 (a Zoning Regulation Amendment introduced by Normandy Venture). The council also introduced a long list of new legislation and appointment resolutions, including Council Bill 61 to establish an Office of Inspector General and several ZRA proposals.
Chair Deb Young opened the hybrid session, reviewed public participation options and announced a hybrid public hearing on Nov. 18, 2024, for the legislation introduced that evening.
