City staff seeks upgrade to public-access channel to enable streaming, captioning and searchable archives

Kevin Gilmette, the city’s digital media specialist, told the committee the current PEG channel runs via Spectrum cable and cannot be streamed directly. "So the only way that our residents can access it is by having a subscription or payment to Spectrum," he said, adding the new hardware (vendor demos from Cablecast) allows web channels, remote uploading and 20 terabytes of hosted content for on‑demand viewing.
Gilmette said the telecommunications board recommended up to $60,000 for the project; quotes returned slightly under that total and below the $75,000 threshold that would trigger public bidding. Committee members asked about outreach to community groups, criteria for content, and whether the channel could host school and sports programming; Gilmette said the city would create a web page with submission guidelines and that most comparable cities offer three channels (public, education, government).
