Solon council passes codification, confidentiality agreement and contract amendment; budget item left incomplete

The Solon City Council approved several routine and substantive items at its April 1 meeting, including a clerical codification of the city's ordinances and a confidentiality agreement with a private developer, and took further action on the Harper Road interchange contract.
Ordinance 2024‑66, a clerical renumbering to bring the Solon codified ordinances into conformity with state law, passed under suspension and final passage; the law department described the change as non‑substantive clerical editing.
The council also approved Ordinance 2024‑67, authorizing the mayor or designee to enter a confidentiality agreement with JJJ Real Estate so negotiations on a development district can proceed; Assistant law director Casura said the law department had reviewed the document and that the school district had already signed an identical agreement.
Earlier in the meeting, a liquor permit application for New Heuunin Heuunin at 6050 Enterprise Parkway (Suites F & G) was presented with no objections from reporting directors; a council member moved and seconded to grant the permit and the motion passed.
On budget matters, the council heard Ordinance 2024‑70, the annual capital appropriations for 2024. There was procedural confusion about suspending rules and moving to final passage; an initial roll call did not produce the votes needed for final passage that evening.
The meeting closed after department reports and community announcements, including the mayor’s note about an upcoming spring market and a spring festival and an announcement about the Heritage Home Program partnership with the Cleveland Restoration Society; an adjournment motion carried.
