Cabell County Schools presents instructional contracts: AP exam coverage, virtual‑school MOU and recovery program

The board reviewed a memorandum of understanding with Southern Educational Services, which contracts with Proximity to deliver the district's general virtual program. Mann, who leads the virtual program, said the district will expand the regular virtual track to K–10 this year (moving up from K–9) and retain K–12 coverage for diversion/transition placements. On why the vendor model was chosen, Mann said, "We think that's a better program. Our kids have more success in that." He noted the district pays Proximity quarterly and that the arrangement limits district staff payroll exposure compared with hiring a full virtual‑school staff.
Staff also presented a vendor for course recovery that includes AI tutoring, a lockdown browser and integrated note‑taking to support student remediation. The administration said the recovery platform is being used in summer school and will be assessed during the upcoming year.
Why it matters: Contracts for instructional service delivery and curriculum affect classroom instruction, student access and district spending. The virtual‑program change could alter how families access remote learning options and how the district budgets for staffing.
Board members asked about cost comparisons: staff estimated a single full teacher salary in the $80,000–$100,000 range as a point of comparison when deciding between staffing and contracting the virtual service. Several contracts reviewed at this session were included in the consent agenda and were approved as presented.
