Council advances first reading to clarify story-pole rules, appeal deadline and submission timing

Kevin Jackson, a city director, presented proposed amendments to Chapter 17 of the zoning ordinance and Chapter 2 of the Piedmont design guidelines intended to provide clarity for applicants and staff.
Jackson said the amendments would "lock in" which code provisions apply at the time an application is deemed complete (rather than the date of decision), establish a definitive time-of-day cutoff for appeal submissions, and move the required story-pole verification earlier (to the Friday 17 days before a planning-commission agenda) to accommodate postal-collection timing.
"We're trying to provide clarity and improve service," Jackson said, explaining that the change aligns with common state-language around deemed-complete dates and reduces uncertainty for applicants.
Council held a first reading of the ordinance (referred to in staff materials as ordinance 7 91) and voted to approve introduction and the attached resolution to amend the design guidelines. There were no public comments on the item. The ordinance will return for a subsequent hearing per standard procedure.
