The Hopatcong Land Use Board approved work at 16 College Trail that includes a rebuilt front porch, repaving of a driveway and a backyard gazebo, subject to building-permit review and health-department checks.
Applicant Albedo (Albero) Rygosa described the scope of work and said he did not understand that some prior additions required permits. “I want to to to do a a deck in the front,” Rygosa said when asked to describe the proposed front porch.
Board members and staff asked the applicant to confirm septic and well locations and cautioned that any previous unpermitted work would still need to be validated by the building and health departments. A neighbor raised concerns that a pile of concrete debris might encroach on an adjacent lot; board staff agreed to verify property lines and asked the applicant to remove any debris beyond his property.
The board moved to approve the porch/deck and driveway repaving with the proviso that the front porch not be enclosed as living space without separate approval and that building and health-permit conditions be met. The motion passed by roll call.
The board instructed the applicant to coordinate with the building inspector on any required septic confirmation, to leave monitoring caps accessible, and to obtain required permits for the work.
What happens next: the applicant will apply to the building department for permits; the building inspector and health officials will confirm septic and well status before final sign-off.
