Planning staff presented an amended Exhibit A that consolidates planning, zoning and right‑of‑way fees and highlighted redline changes made after council members raised concerns at an earlier meeting. "The fees that are in red are the ones that we changed from two weeks ago," the planning staff said, and she noted the consolidated schedule will be posted on the city website so residents and contractors can find applicable fees.
Council members focused on two items. First, the proposed increase to temporary sign permits drew concern until staff clarified that fees for non‑profits and government entities are waived. Second, members questioned a jump in the dumpster permit from $50 to $100. Supporters of the increase said the higher fee and defined time limit are intended to discourage long‑term storage of dumpsters in residential neighborhoods and to reduce repeated code‑enforcement complaints; critics said short‑term uses such as estate cleanouts make a $100 fee burdensome.
Several councilors proposed solutions such as a shorter permit length, a partial rebate for compliant users, or simply amending the fee back to $50. Chair Anouk said he will make an amended motion during regular council for a favorable recommendation and that the committee could amend the schedule on the council floor if necessary.
The committee also noted that 2026 R14 (a municipal economic development grant agreement with Green Vision Care) was withdrawn by the requester earlier in the evening. The committee did not take a final, recorded roll‑call vote on the amended fee schedule at committee; it recommended the ordinance for council action with the single expected modification regarding the dumpster fee.
