The Ivins City Council on Sept. 4 held a required public hearing and then approved Ordinance 2025‑20 setting fiscal year 2026 salary ranges for elected officials, statutory officers and department heads.
Staff explained the ranges are based on third‑party market data covering Utah municipalities under 30,000 population and that many ranges reflect a 5% increase, which the city's budget allocates to a combined COLA and merit pool. Councilmembers emphasized retention and the high cost of turnover when discussing the rationale for keeping ranges competitive.
Councilmember Gillispie outlined examples of the city's current practice of employees holding multiple roles to save costs and urged care to avoid understaffing essential functions. The mayor and other members noted that salary ranges are set by data from a contracted vendor and that some increases or decreases reflect market adjustments.
A motion to adopt ordinance 2025‑20 passed on roll call; Councilmembers Anderson, Gillispie, Barton and Scott recorded "Aye." The ordinance implements the published ranges for FY2026; individual salary decisions and merit increases will follow the ranges and budgetary authorization.
