"We have examples in New York State of great kitchen incubators, and one of which is in my district in Batavia," Barela said, adding that incubators can help new food entrepreneurs get started.
Senator Burrell moved the bill and Senator Jeremy Zellner seconded; the committee reported the measure to the Finance Committee for further review of potential economic and programmatic implications.
