Council approves $334,000 for Peace Plaza tree-well and paver fixes after heated debate

The Rochester City Council on July 6 approved a two-part request to use $334,000 in DMC general state infrastructure aid for Heart of the City improvements: $79,000 for investigation of paver settlement and a suspected hydronic snow-melt leak, and $255,000 for pedestrian-surface/tree-well retrofits on 1st Avenue Southwest.

Deputy Administrator Steinhauser told the council that the investigation is complex because the original project involved more than a dozen design, engineering and specialty firms and multiple utilities; that partial records are incomplete; and that tracing responsibility may take time. Council members pressed staff for accountability and asked for clearer milestones and a report back to the DMCC and council.

Several council members urged a permanent approach rather than incremental patches. Council member Palmer said restarting the project from scratch would be expensive but that the city must not keep 'throwing money down a hole.' Council member Miller supported piloted tree-well retrofits (two winters of monitoring) and expressed concern about the leaking snow-melt system and whether warranties or remedies remain available.

Mayor Norton and other council members warned against wholesale demolition of the plaza because of cost and the harm to nearby businesses that have already endured construction. The motion approved a phased approach: proceed with the pilot-backed tree-well work and investigate the snow-melt leak and sinkholes further. The roll call recorded the motion passing 4–3.

Council requested more detailed, periodic reporting on root-cause analyses and explicit checkpoints for accountability with DMC and city staff as investigations proceed.
