The DeKalb County Public Works & Infrastructure committee voted to approve multiple procurement items and renewals and held several larger items pending audit clarifications.
Approved items included:
- ITB 2025‑110: Pedestrian hybrid beacon and two school‑zone flashing beacons, recommended award to GTG Traffic Signals LLC not to exceed $110,335 (approved by voice vote).
- Contract renewal 2000358: Herbicide and growth regulator services, first renewal exercised through 07/31/2027, amount not to exceed $176,796.80 (approved).
- Fleet purchase (Sourcewell 082025‑SUT): One heavy‑duty mid‑mount aerial platform truck (ladder truck) from Sutfin Corporation, amount not to exceed $2,439,812.95 (approved, order placed for long lead time replacement).
- Antifreeze supply renewal (contracts 2000028 and 029): Renewal through 09/30/2027, amount not to exceed $108,000 (approved).
- Transit vehicle (agenda item 0976): StarCraft All Star 28‑foot light transit vehicle for Human Services, amount not to exceed $138,916.13 (approved).
- Fleet electric heavy‑duty rollback trucks (agenda item 0994): Cooperative agreement to purchase two Kenworth rollback trucks (one electric with charger), amount not to exceed $784,165.18 (approved); staff noted about a 250‑mile range with load and overnight charging.
Items held in committee pending audit or additional documentation included several larger contracts and change orders, including a SCADA controls change order (increase to Tesco Controls, up to $5,000,000) and a multi‑million dollar capital item noted as awaiting the auditor’s review. For at least one RFQ (South River Trail Phase 6, RFQ 23‑500646), commissioners approved a substitute conditioned on the substitute addressing an audit‑identified additional amount before final board action.
Where commissioners discussed audit concerns the committee either conditioned approval on return of substitute language that addressed audit findings or explicitly left the item in committee until the auditor’s office reported back. Motions were typically made by Commissioner Shakira Johnson and seconded by the chair; votes on routine items were recorded by voice as "ayes."
