JD, speaking for staff, said the valet program has been popular and that during peak times waits for vehicles could exceed 25 minutes; a dedicated staging area would speed the flow and provide a DoorDash pickup area that benefits nearby restaurants. One council member worried the change would remove customer spaces and shift parking burdens; staff said the staging spaces would operate as a flow area, not long‑term parking, and that employee parking had been identified as a cause of congestion.
Council voted 4 in favor and 1 opposed to adopt the resolution. Staff said the change should improve congestion and support restaurant and hotel development in Riverside Village.
