Aaron Henson told the City Council at the public power hour that he wants to bring a docked e‑bike rental system to North Augusta’s Greenway and riverfront.
Henson, who identified himself as a North Augusta area resident, described a low‑touch system unlocked by a QR code and managed remotely. “Just another reason to spend the day in North Augusta,” he said, adding that his existing moving-and-hauling business gives him the trucks and staff to support battery swaps and on‑the‑ground maintenance.
Council members raised safety and operational questions. Henson proposed fleet governance that would limit top speed (he suggested about 15 miles per hour) and said each bike would carry GPS and report battery status to a central dashboard. He also said he favored starting with docked stations rather than a dockless model to avoid bikes left on sidewalks.
On helmets, Henson said he would advise users to wear them but that provisioning helmets at each dock would complicate the simple, automated model. He said the company could consider subscription options and larger station deployments later.
Mayor Britton S Williams said staff would set a study session so the administration could investigate whether Greenway restrictions or other approvals would be required before the city could permit a rental program. No formal council action was taken; the item was presented as public comment and will move to further research by staff.
