Public raises safety questions for Struthers/Wazda crosswalk; staff cites bulb-outs, refuge, $200,000 cost and HSIP funding
Summary
A resident raised concerns about the design and price of a crosswalk project on Wazda/Wazuh Road; Public Works Director Bill Robeson said the design uses bulb-outs and a refuge, projects to begin end of April, costs are in the $200,000 range, and HSIP grant funding covers about 90% with composite bidding saving roughly 15%.

A Short Street-area resident told the Arroyo Grande City Council on March 10 that a planned crosswalk project on Wazda (Wazuh) Road is ‘‘overly priced’’ and poorly sited adjacent to a neighbor’s driveway and asked the city to re-examine the design.
Cesar Lomelli (1147 Wazda Road) urged additional study and suggested alternatives such as lighted crosswalk beacons. Assistant City Manager and Public Works Director Bill Robeson responded that the design includes two bulb-outs and a refuge intended to provide safety on an approximately 80-foot-wide street, noted rapid-flashing beacons were not selected to avoid overwhelming the site and estimated the project is in the "$200,000 range." Robeson added that roughly 90% of the cost is covered by HSIP (Highway Safety Improvement Program) grant funding and that bundling projects into a composite bid reduces costs by about 15% (roughly $30,000 on a $200,000 job).
Timeline and funding: Robeson said concrete cutting for the crosswalk would begin at the end of April and construction would take about two weeks. He explained composite bidding brings economy of scale and that removing the project from a bundle would likely increase costs. Council members confirmed HSIP is federal money administered through the state.
Next steps: staff will proceed with the project as designed; residents were urged to submit follow-up questions in writing if they desire further consideration.
