Staff explained the county approved narrow allowances for EMCs on 06/22/2025 (for fire/EMS agency community messages) and a 01/26/2018 amendment that recognized a unique interchange area for EMC use. Staff said many jurisdictions have updated EMC rules in the last several years and that Rockbridge County should develop clearer, simpler language to ensure consistent application.
The board expressed support for a simple, uniform rule and by consensus asked staff to refer the matter to the planning commission for development of proposed text amendments. Staff said the planning commission's work and any recommended ordinance changes will return to the board before any regulatory or permit changes are made.
