The council on June 24 heard two companion public hearings to establish street‑lighting districts for new subdivisions in the Spring Hill development area.
Planning staff said Spring Hill Villas includes 39 lots and would receive seven street lights installed by the developer; maintenance would be assessed to property owners and was presented as $3.49 per lot (approximately $41.93 per year). Spring Hill Phase 6 would add 10 lots with three new lights and a maintenance assessment presented as about $1.30 per lot per month (roughly $15.60 annually).
Mr. Weethy explained the city acts as the intermediary for the lighting program and that developers install the fixtures while ongoing maintenance is assessed to the lot owners via tax assessments. He also noted the city has an agreement that can provide a special rate for certain LED fixtures and cautioned residents that some neighborhood associations had changed fixture heads previously, which could affect pricing and compatibility.
Per council rules, there was no vote the same night as the public hearings; the measures will return for action at the next council meeting.
