Council approves multiple capital contracts and grants, tables water-tower design for further review

On March 9 the Fairhope City Council approved a package of routine and capital items while pausing a larger water-infrastructure engineering contract for additional review.
Key approvals included: awarding a construction contract for Julien’s Plaza to RHDs Building Company LLC (not to exceed $432,398.14) with a recommended $82,398.14 transfer from the general fund to cover the overage; authorizing a materials contribution of up to $30,846 in class 2 riprap to the Songgrove/Homeowners Association for a drainage-improvement project contingent on executed protective agreements; awarding a $13,275 professional-services contract to GMC Architects for restroom remodel design at the James P. Nick Center; renewing Tyler Technologies (Munis) services for up to $159,145.21; and approving the Magnolia River Services selection for phase 3 cast-iron replacement (council authorized negotiation of final fee).
Council also considered a $1,055,000 not-to-exceed design-and-engineering contract for a new 2,000,000-gallon water tower and associated distribution main. Several council members asked for comparative project-cost information and questioned large line items for construction-phase oversight and testing. After discussion the council voted to table that resolution for two weeks to allow staff to supply comparative bids and a clearer cost breakdown.
The council amended and approved an updated memorandum of understanding for the Fairhope Arts & Crafts Festival Foundation: instead of a 20-year term the council approved a five-year term with council discretion to renew for an additional five years and removed a proposed municipal revenue-sharing clause. The Maker’s Market one-year sublease renewal with Hope Community was also approved.
Next steps: staff to provide comparative water-tower cost data and a clearer breakdown of the engineering/construction-administration fees; staff to finalize contract documents for approved items and report back on schedule and budgets.
