Rep. Nathan Carlo moved that LD 1892 "ought to pass as amended," saying one amendment inserts HVAC language and another clarifies that a separate line item tied to a 55% provision would be adjusted. Carlo described an intent "to have the debt service increase to a 188,000,000 and to have that be fully funded the the additional share of that fully funded by the state, not split between local and state." The motion was seconded.
During questioning, members asked whether the rulemaking called for in parts of the amendment would be routine or major substantive; Carlo said routine for renovation/repair provisions and major substantive for cost-sharing changes.
The chair called the vote; the clerk reported the result as 7–5 in favor of the motion. Members noted a minority report was filed opposing passage. The committee will circulate the amended language and the fiscal impacts will appear in the bill's fiscal note and subsequent printed materials.
