Richmond — The City Council authorized the replacement of a cracked 12‑inch flange at the Richmond Water Treatment Plant on April 8, approving Ross Construction to perform the work at a proposed cost of $4,168.93.
Staff reported the flange connects the aeration tower to the splitter box that distributes flow to the clarifiers and that further inspection revealed three additional cracks on the same flange. Ross Construction, which is engaged in rehabilitation work at the plant, will disassemble the joint, install a bypass and replace the flange. Consultant Olsson reviewed the scope and pricing.
Councilor Deanna Guy moved to approve the repair and Councilor Barb Hardwick seconded; roll call was 5‑0 in favor. Staff described the action as proactive to avoid potential failure and to ensure reliable operation of the plant.
