Richmond council approves Mushroom Festival street closures, lift-station upgrade cap, surplus equipment sales and WTP change orders

The Richmond City Council approved several operational items on April 22, voting unanimously on parade and street closures for the annual Mushroom Festival, an equipment purchase for the Lisa Lane sanitary sewer lift station, the sale of specified surplus equipment, and change orders for the Water Treatment Plant rehabilitation.
Sherry Smith, representing the Farris Theater (Friend of the Farris), requested the festival street closures and said the parade route will match last year; the council approved the permit, the relocation of carnival rides and use of the City Hall parking lot for a car show. Councilor June Paige moved to approve the permit; Councilor Rob Kinnard seconded. Vote: 7-0.
On the Lisa Lane lift station, staff said Evergy installed a 3-phase electrical service in September 2024 and requested purchase of equipment and materials to complete the upgrade. Staff reported a FY25 budget allocation of $30,000 and requested authorization to spend $28,713 with a not-to-exceed total of $34,000 to accommodate a potential concrete vault (contingency item $5,038). Councilor Deanna Guy moved approval; Councilor Rob Kinnard seconded. Vote: 7-0.
Council also approved the sale of several surplus items identified in the FY25 budget — including multiple riding mowers, a 2006 Sterling L7500 dump truck and other grounds equipment — to be auctioned on GovDeals or Purple Wave. Councilor June Paige moved to approve; Councilor Deanna Guy seconded. Vote: 7-0.
Finally, the council approved Change Orders No. 4 and No. 5 for the Water Treatment Plant rehabilitation, authorizing combined additional costs of $28,209.88 to cover a repaired aerator flange ($4,168.93), two sets of ceramic filtration spheres ($5,057.75) and steel repair on the south silo ($18,983.20). The City Administrator was authorized to execute the change orders after a motion by Councilor Rob Kinnard and a second by Councilor Deanna Guy. Vote: 7-0.
Each item was adopted on recorded roll calls with unanimous support. The council adjourned the meeting at 6:57 p.m.
