Richmond council approves parking restrictions, regional hazard plan and multiple utility repairs in unanimous vote

Staff noted participation keeps the city eligible for SEMA/FEMA mitigation and disaster funds. Councilor Bob Bond moved adoption; Councilor Rodney Williams seconded; vote 7-0.
Utility maintenance and equipment purchases: The council approved several staff‑recommended purchases and change orders intended to maintain continuous service at the city’s treatment plants and other facilities: • Water Treatment Plant Rehabilitation — Change Order No. 3 in the amount of $11,417.72 for bypass piping adjustments, grounding, and related time adjustments; staff also noted a contract time extension tied to filter media work with projected completion in December 2025. • Wastewater Plant Blower Motor — Approved purchase from Sedalia Electric for $15,700 plus estimated freight $300 (total $16,000) after staff reported the installed motor was unrepairable; Kaeser provided a higher quote and longer lead time. • Water Plant Generator Repairs — Approved Central Power Systems to complete identified generator component replacements and a line‑item transfer of $4,500.38 to track generator repairs. • Water Plant Air Dryer — Approved purchase of an air dryer from Edge Industrial for $1,399.95 to prevent condensation damage to air lines and actuators. • Grounds equipment — Approved purchase of two commercial zero‑turn mowers from Nerds of Lexington (Bad Boy units) at $10,772 each under cooperative pricing.
Motions for each item were made by councilors as noted in the meeting record and passed by roll call. The council did not specify additional funding reallocations beyond the line‑item transfer for the generator work; staff will manage procurement and contracting under existing budget authority and report back as needed.
