Richmond council approves LED gym lighting and city hall painting contracts

The Richmond City Council on Feb. 25, 2025 voted unanimously to award two facility maintenance contracts: one to upgrade gym lighting with energy-efficient LED fixtures and another to repair and repaint hallways and the council chambers in City Hall.
Councilor Rob Kinnard moved to accept Green Lighting Services LLC’s low bid for the gym lighting project, not to exceed $5,200; Councilor Deanna Guy seconded and the motion passed on a 7-0 roll call. Parks and Recreation Director Haley Williams told the council that the Parks department had checked references and that the contractor has completed similar work in neighboring cities without reported damage to comparable gym floors.
The council also approved a separate contract with McCool’s Painting LLC to perform minor wall repairs and repaint the front entrance, hallways and council chambers at a not-to-exceed cost of $11,500. Councilor Barb Hardwick moved the painting contract, Councilor Rob Kinnard seconded, and the motion passed 7-0 on a roll call vote. In both motions the council directed City Administrator Tonya Willim to execute the contracts.
City Administrator Tonya Willim noted her written report was included in the meeting packet and clarified that an addendum previously added to the waterline replacement project was intended only to clarify contractors’ questions and did not change the project’s scope or terms. Council discussion did not produce any amendments to the two vendor contracts before approval.
During the public-comment portion of the meeting, Bryan Couch of 12808 Hwy C (listed as a nonresident) urged the council to address safety concerns at the intersection by the Eagleton Center, calling attention to sightlines and traffic conditions. No council action on that issue was taken at this meeting; Mayor Mike Wright said he and the administrator will follow up with committee members to schedule a Public Safety meeting for agenda items that may include safety topics.
The council also approved the Feb. 11, 2025 meeting minutes as printed and adopted the evening’s agenda by voice roll call earlier in the meeting. The meeting was adjourned at 6:49 p.m.
