Richmond council approves subdivision plat and annexation, proclaims Building Safety Month and confirms appointments

Richmond — The Richmond City Council met April 8, 2025, and by unanimous roll call approved a set of ordinances, a proclamation and two appointments.
The council adopted Bill 25‑06, approving the final plat for Jabez Heights (905 Jabez Street). Councilor June Paige moved for first and second reading; Councilor Rob Brash seconded. After title readings, Councilor Barb Hardwick moved to adopt the ordinance and Councilor Rob Kinnard seconded. The motion passed on a 5‑0 roll call (Hardwick, Kinnard, Guy, Brash, Paige).
Councilors also approved Bill 25‑07, annexing the property at 1010 Wellington Street and extending the city limits pursuant to Section 71.014 of the Revised Statutes of Missouri. Councilor Rob Kinnard moved the readings and later moved adoption; Councilor June Paige seconded. The annexation ordinance passed by the same unanimous vote.
The council adopted Resolution 467 recognizing May as Building Safety Month, an awareness initiative tied to the International Code Council. Councilor Barb Hardwick moved approval and Councilor Rob Kinnard seconded; councilors directed staff to post related materials to the city website.
Mayor Mike Wright announced two appointments: Meg Blankenship to the Park Board and Todd Herdman as a Richmond police officer; both were confirmed by roll call vote. City Clerk Saige Mason later swore in Officer Herdman.
Meeting business concluded with several operational approvals (see related articles): a spring fertilizer and weed control contract for Richmond Memory Gardens, a change order to McCool's Painting for work at Southview Pool and authorization for a flange replacement at the Water Treatment Plant. All votes on those items were recorded 5‑0.
The council adjourned at 6:53 p.m.
