Peru Board of Works approves payrolls, promotions and multiple summer street closures

At its July 7 meeting the Peru Board of Works approved payment of claims and payrolls, granted permanent status to a firefighter, approved two police promotions and authorized several temporary street closures for summer events; sealed demolition bids were opened for later award.
The Peru Board of Works met July 7 in the Peru City Council chambers and approved a slate of routine financial items, personnel promotions and temporary street closures for summer events.
The board voted to accept the minutes from June 16 and approved payment of claims dated July 7 totaling $351,617, regular payroll of $274,774.68 (June 26) and a pension payroll of $90,777.76. The board also approved a $132 regular payroll hour correction. Each motion was made, seconded and approved by voice vote (recorded as "Aye").
The board acted on three personnel items. At the request of the fire department pension board, Chief Dane asked that firefighter Logan Bailey be placed on permanent status. Chief Dane said Bailey "has completed the necessary training and has served as 1 year mandatory probation with the department," noting a hire date of May 7, 2025, and certifications as Firefighter I & II and a nationally registered EMT. The board approved the request effective immediately.
Separately, the board approved two police promotions. A letter from Chief Feller recommended promoting Lieutenant Sam Finnegan to captain effective July 18, 2026, citing Finnegan's 23 years of service and experience in patrol and supervisory roles; the promotion was approved. The board also approved promoting Detective Tyler Shoffner to sergeant effective at the end of the waterworks meeting; staff noted internal movement that will open a lieutenant vacancy and that additional promotions are likely later in the year.
The board authorized several temporary street closures for community events. Approved closures include a partial lane closure near 171 North Broadway for a NIPSCO gas service retirement (date pending, with conditions requiring coordination, return of the street to prior condition and clarity on barricade responsibilities); Canal Street (Cass to Hood) for the 9th annual customer appreciation cruise-in on July 25; East 6th Street in front of Story Church for a block party on Aug. 16 (event 6–8 p.m., setup 4–6 p.m.); West 7th Street from Broadway to Miami for the back-to-school festival on July 25 (11 a.m.–2 p.m., organizers expect to hand out about 500 backpacks); Cass Street between West 5th and West 6th and the adjacent alley for the Saint Charles Parish Bazaar on Sept. 12; and a closure of West Main Street for the landing of a Huey helicopter prior to the circus parade on July 18. Organizers confirmed they will provide barricades in most cases and department staff discussed placement and resident notification.
The meeting also included public comment. A resident asked the board to consider removing Madison Street from a truck route because heavy trucks are damaging a residential street; the chair advised the requester to submit a Board of Works form so staff can investigate and determine whether a traffic study or other steps are necessary.
Most motions were approved by voice vote with the board recording "Aye"; no roll-call tallies with names were recorded in the transcript. The board opened multiple sealed demolition bids (see separate report) and will review and award those bids at the next meeting.
