At the April 29 meeting, the Carlisle Board of Health unanimously approved a motion to designate the Public Health Director as an agent of the board under M.G.L. c. 111, § 30, formalizing inspection and enforcement delegation. Board member Jennifer Wall moved the appointment; the motion was seconded and approved unanimously.
Wall, acting in her capacity as treasurer, told members the board still needs to meet its obligations while the Finance Committee has requested budgetary cuts. Health Director Kelli Calo said staff workload includes duplicate processes that should be streamlined, and she recommended a dedicated meeting to review the board’s fee schedule, citing specific needs to increase camp inspection fees (currently $50) and to revisit fees associated with decommissioning private wells.
Members identified several out‑of‑date clauses in the septic regulations (Section 15.019 and Subpart D on garbage grinder deed restrictions) and agreed to table regulatory revisions until the full board can take them up. An item for a septic extension at 229 Stearns Street was also tabled because the owner did not attend.
The meeting opened at 5:36 p.m. and adjourned at 7:19 p.m. Minutes from March 11, 2026, were approved unanimously earlier in the session.
