At its April 29 meeting the Carlisle Board of Health voted unanimously to reject a septic permit application for 143 Brook Street after members concluded the proposed interior renovations would not resolve an existing septic noncompliance.
The minutes state the house, built in 1966, is out of compliance: it has a three‑bedroom septic system while the current layout functions as a four‑bedroom residence. The septic previously passed a Title 5 inspection in 2010, but board members said the proposed changes would not bring the property into compliance with current requirements.
Chair/Recorder David Erickson moved to reject the application; Will Proctor seconded and the motion passed unanimously. The owner, identified in the minutes as Jingjing Zhang, had proposed removing a wall and adding an office; several alternative solutions were discussed and rejected by the owner before the board voted to deny the application.
Any future application for the property will need to demonstrate compliance with Title 5 and local septic regulations before the board will approve renovations that change bedroom counts or occupancy.
