Woodward Village must fund escrow, correct septic before final certificate of compliance

Representatives for Woodward Village met with the Carlisle Board of Health on May 27 to determine what is required for the development to receive a final Certificate of Compliance so the last unit can close.
Health Director Kelli Calo told the Board that the septic system was in compliance until the previous month, when it failed to meet requirements. The development transitioned oversight from Wastewater Management to SWSS. The Board said that an escrow must be finalized and funded and that the system must be brought back into compliance before a full Certificate of Compliance can be issued; in the interim the Board has issued partial certificates for other units.
The Board asked the Health Director to work with Town Counsel to establish a bond and funded escrow to ensure completion of required septic repairs. The board did not record a formal vote at this meeting but set direction for staff and counsel to secure financial assurances and technical correction before issuing the final certificate.
