Leawood council adopts public hearing resolutions, accepts projects report and schedules special meetings

Mayor Mark E. Ellington (S2) explained that items B, C and D on the published consent agenda were resolutions required to schedule public hearings. Council members discussed member availability for Sept. 8 and agreed to proceed on that date while allowing absent members to submit written comments. The council then voted to adopt the three resolutions calling for the public hearings to take place on Sept. 8 at 7 p.m.; the ayes were recorded as unanimous.
During discussion of item T, a staff report on projects, Mr. Le (S14), the Director of Public Works, said the 103rd Street project was delayed mainly by extended public meetings and design work, and secondarily by the need for traffic signals and property easements. "We can't restripe that roadway in front of the school without having those traffic signals," Mr. Le said, adding that the city still needs easements from residents and the school district.
Council Member Sunkel (S12) and other members expressed support for proceeding with the Sept. 8 hearings despite some absences; Mr. Pappas (S8) said he would forward written comments if he could not attend. The governing body accepted the staff report by voice vote.
The council also approved, by unanimous voice votes, a short special-call governing body meeting and immediate work session for Monday, Aug. 10, at 6 p.m. (to handle the bond sale and related action), and a joint Governing Body and Planning Commission work session on Monday, Aug. 17 at 5:30 p.m. to review draft planning materials and consultant comments.
