Speakers including Mark Maas, Smithville School Superintendent, told the Board the district is prepared to accommodate future growth and clarified the district is continuing to plan for modest enrollment increases but did not indicate capacity constraints that would prevent development. Numerous residents raised concerns about traffic congestion on County Road KK and Highway 169, safety at narrow bridges and blind curves, potential flooding and impacts on farming operations, and whether infrastructure and public services (police, fire, schools) could handle large-scale development. Several speakers called for delaying action until MoDOT completes its traffic review.
Developer representative Robert Parks said a traffic study has been submitted to MoDOT and that a preliminary plat and engineering work are in process; he also stated that proposed streets and structures would avoid the floodplain. After Board discussion about density and engineering reviews, the roll-call vote was Aye 1, No 5 and the motion failed.
The Board noted that Planning & Zoning and engineering reviews are gatekeepers for site-specific design and that any future application would follow the standard public-notice and review process.
