Smithville adopts FY2026 budget, creates public-safety and CID funds and approves multiple resolutions

The Smithville Board of Aldermen approved the city's FY2026 annual budget on Oct. 21, adopting Bill No. 3081-25 by unanimous roll-call vote. The adoption authorizes expenditures for municipal services for the coming fiscal year.
The board also approved Bill No. 3082-25, creating a Public Safety Sales Tax Fund, and Bill No. 3083-25, establishing a CID fund to account for revenues and expenditures for The Shops at Smithville. Both measures passed on second reading without discussion.
In other business, the board adopted Resolution 1520 amending the city's Schedule of Fees and Resolution 1521 amending the Employee Compensation Plan. It awarded a Utility Rate Study contract (Resolution 1522) to Raftelis Financial Consultants for up to $27,740 and approved Redgate (Resolution 1523) for solid waste services at $635 per month. The board further authorized a takeover agreement and $100,000 force account for the Commercial Street Sidewalk Project (Resolution 1524) after the original contractor defaulted, and approved a final plat for replatting Lots 6A and 7 of Smithville MarketPlace (Resolution 1525).
All of the above motions were moved by Alderman Marv Atkins and seconded by Alderman Dan Hartman, and each passed by unanimous roll call where recorded. The board then adjourned the regular session to an executive session under Section 610.021(3) RSMo.
The meeting also included reports from Planning & Zoning and Parks & Recreation, a City Administrator update on staffing and service agreements, and a public works update on the 144th Street pump station and Commercial Avenue sidewalk project.
