Des Moines County supervisors approve grants application, property sale, contracts and personnel moves

The Des Moines County Board of Supervisors approved a package of routine but consequential actions at its June 30, 2026 meeting, including a grant application authorization for the county’s Emergency Management Agency, the sale of a county parcel in Burlington, multiple personnel actions, an employment contract and the county’s accounts payable claims.
Grant application: The board adopted Resolution No. 2026-042 authorizing the Des Moines County Emergency Management Agency to apply for a U.S. Department of Agriculture Rural Business Development Grant (RBDG) to support emergency management initiatives. The motion—moved by Vice Chair Tom Broeker and seconded by Member Jim Cary—also designated Emergency Management Coordinator Shannon Prado as the authorized representative to execute application and grant documents if an award is made.
Property sale: The board approved Resolution No. 2026-043 to dispose of county property at 1804 Douglas Avenue, Burlington, accepting the sole offer of $150,000 from buyer Jeremy Dameron. Assistant County Attorney Trent Henkelvig spoke on the resolution and the board adopted it by motion.
Personnel and contracts: The board approved an employment contract for County Engineer Brian Carter and accepted amended appointment letters for the County Attorney, County Treasurer and Conservation offices. It also approved multiple personnel actions across offices, including a step increase for Treasurer clerk Jennifer Phillips (new annual rate $44,105.10 effective July 2, 2026) and the promotion of Assistant County Attorney Blake Vierra to 1st Assistant with a new annual rate of $129,815 effective July 1, 2026.
Finance: The board approved Accounts Payable Claims presented at the meeting in the amount of $1,056,043.74. Meeting minutes state, “Unless otherwise noted, all motions passed unanimously,” and record each approval as a motion followed by a second.
Public input and operations notes: During department reports County Engineer Brian Carter noted 60 mph stickers will be installed on signs and warned of recent thefts of county signs. Sheriff Kevin Glendening reminded residents to use caution with fireworks during Fourth of July events. In public input resident Kenny Oleson said he had emailed the board with comparative information on wind, solar and battery operations and said the county will receive a generator connected to a recent grant; Steve New, visiting from Florida, was present to deliver the generator at an upcoming farmers market display.
Next steps: Resolutions take effect as adopted; the meeting minutes do not list additional conditions, appeals, or follow-up reporting requirements for the items approved at the June 30 meeting. Chair Shane McCampbell requested a work session with department heads to discuss upcoming budgets in light of recent state legislation.
