Lakehurst council adopts cap bank ordinance and approves multiple equipment purchases

The council also approved release of the McDonalds project performance guarantee (Res. #25-108), authorized an application for a LEAP Implementation Grant (Res. #25-109) and approved membership in the Lakehurst Fire Department for Tristen Spear (Res. #25-110).
Council members followed the council's standard process for ordinances not on the consent agenda: second reading, opening of the public hearing, and a roll call vote. Ordinance #2025-04 (cap bank) was opened for public comment at 7:36 p.m.; no members of the public spoke and the ordinance was adopted by unanimous roll call. Similarly, Ordinance #2025-05 (amending Chapter 10.17 on parks parking) and Ordinance #2025-06 (amending Chapter 4 on licensing of retail food establishments) were opened for public hearings, received no public comment, and were adopted by unanimous roll call votes.
Motions to approve the April 3, 2025 minutes and to adjourn the work session were also adopted by roll call. All recorded roll call votes show Council President Steven Oglesby, Councilman Brian DiMeo, Councilwoman Bernadette Dugan, Councilman Jeffrey Emmons, Councilwoman Patricia Hodges and Councilman Brian McCarthy voting in the affirmative on the recorded matters.
Why it matters: adopting a cap bank preserves the borough's ability to increase future tax levies within state rules by reserving unused tax levy capacity. The equipment purchases represent a capital outlay for solid waste and public works operations. The LEAP grant application could provide external funding to support local programs; details of the grant application were not specified at the meeting.
