City administrator: FY‑24 audit work underway, waterline bid set and residents notified after lead/copper samples

City Administrator Tonya Willim updated the Richmond City Council Jan. 28 on audit work, capital-project bidding and water-sample results affecting property owners.
Willim said staff are preparing lists and documentation for the FY 2024 audit and are working through auditor requests. She reported that the city released three procurement bids: replacement gym lights; interior painting and minor wall repairs at city hall; and several exterior door replacements (gym east-side door, the double doors to city hall and the chemistry lab door at the water treatment plant).
Willim also said Olsson Engineering released the bid package for a waterline replacement project; the bid is scheduled to close Feb. 18, 2025, and a pre-contractor meeting is set for Feb. 4 at 3:00 p.m. in city hall.
When Councilor Deanna Guy asked about "Project Guardian," Willim explained that it is part of a TORCH grant that Ray County Hospital received intended for community betterment. Willim said two water samples taken by property owners returned lead/copper results; the property owners were notified and each requested that a new sample be taken and tested.
Willim also noted that Rick Lind delivered new computers to the police department and that staff will proceed with procurement and contractor onboarding as scheduled.
The council asked no follow-up questions beyond scheduling and ownership of the samples; the council later moved to other business and approved several agenda items before adjourning to closed session.
