Richmond City Council adopts rural fire agreement and conditional-use permit, approves contracts and emergency wastewater purchase

At its Jan. 28 meeting, the Richmond City Council unanimously adopted an intergovernmental rural fire cooperative agreement and a conditional-use permit for 806 E. Main St., approved a gWorks accounting contract addendum, authorized emergency wastewater-plant repairs, and approved a health-plan runout payment.
The Richmond City Council voted unanimously Jan. 28 to adopt an ordinance approving a cooperative firefighting and emergency-services agreement with the Richmond Fire Protection District and to grant a conditional-use permit for property at 806 E. Main St.
Both measures were read by title and adopted on first and second readings on roll-call votes of 6-0. Councilor Deanna Guy moved the first ordinance, and Councilor Rob Brash seconded the initial reading; Councilor Bob Bond moved and Councilor Guy seconded adoption of the rural fire cooperative ordinance. City Clerk Saige Mason performed the readings. For the conditional-use permit at 806 E. Main St., Councilor Bond moved first-and-second reading and Councilor June Paige seconded; the final adoption vote was 6-0.
The council also approved several staff-requested contracts and purchases. Members authorized the City Administrator to sign a master services agreement and a superseding addendum for gWorks’ updated accounting platform so Richmond can enter the onboarding and training schedule. The agreement was approved on a voice/roll-call motion and will proceed after signature.
Council approved payment to Costal Administrative Services Inc. to process 2024 health-plan runout claims. The meeting packet described an invoice of $7,012.50 for the six-month runout (at $1,168.75 per month); the motion approved a not-to-exceed payment of $7,012.52 and councilors noted that a budget amendment will be needed to cover this unbudgeted expense.
Staff reported an emergency equipment failure at the wastewater plant: the actuator assembly that operates the Basin #2 decanter had failed and the only available replacement was quoted at $10,557.52 plus freight from Aqua-Aerobic Systems Inc. The council approved the emergency purchase to be paid from Plant Equipment Repair (account 55-00-00-6001).
The council also selected potential host dates for the Mid-America Regional Council (MARC) mobile household hazardous-waste collection: Sept. 6, 2025; Oct. 4, 2025; and Oct. 18, 2025.
All formal votes recorded during the open meeting were unanimous (6-0). The council adjourned into closed session under state statutory exemptions for personnel and personnel records and returned to open session without action taken on those matters before adjourning the meeting at 7:16 p.m.
