Richmond council approves agenda; hears updates on pool, budget and planned watermain work

RICHMOND, Mo. — The Richmond City Council on June 10 unanimously approved its meeting agenda and received operational updates about the municipal pool, the fiscal 2026 budget timetable and an upcoming watermain replacement project.
Mayor Mike Wright opened the meeting at 6:30 p.m. and thanked Public Works Director Dale Shipp and Parks and Recreation Director Haley Williams, saying, "I want to thank Dale & Haley and their departments for working diligently to get the pool up and running." The council approved the May 27, 2025, meeting minutes without objection.
City Administrator Tonya Willim told the council that five-year plans and the capital improvement plan have been distributed to department heads and that budget meetings with departments will begin next week as staff works toward finalizing the fiscal 2026 budget in 76 days. Willim said a watermain replacement project is projected to begin after July 4, 2025. She also confirmed the pool is officially open and that the annual pet clinic was underway and would continue for two more evenings.
Councilor Deanna Guy, reporting as Finance Committee liaison, said the committee had met earlier; Councilor Barb Hardwick reported the Ordinance Committee had also met. Hardwick noted the Public Works Committee had not met, and Councilor Rob Kinnard said the Public Safety Committee had not met. Guy reported that the Park Board met June 2 and that volunteer Terry Moore donated time to clean the plane at Maurice Robert Park.
Mayor Wright recognized Sarah Collins for attaining certification as Court Administrator and for being named Regional 6 director and treasurer of the Western Association of Court Administrators (WACA). Department reports were received with no follow-up questions, and there were no items of unfinished or new business.
Procedural motions at the meeting were routine. Councilor Bob Bond moved to adopt the agenda, seconded by Councilor June Paige; the roll-call vote was 7-0 in favor. At 6:45 p.m. Councilor Deanna Guy moved to adjourn, Councilor Barb Hardwick seconded, and the motion passed 7-0.
The council will continue regular scheduling and the city will proceed with the department-level budget meetings and the planned watermain work after the July 4 holiday, per staff’s timeline.
