St. Clair County Commission unanimously awards inmate medical contract to 3C South

The St. Clair County Commission voted unanimously April 6 to award RFP #2026-34 for inmate medical services to 3C South and approved the contract pending review by the County Attorney.
Chairman Stanley D. Batemon declared a quorum present at 9:02 a.m. and called the special session to order in the St. Clair County Commission Chambers at the St. Clair County Courthouse in Pell City. Commissioner Bob Mize moved to award the RFP to 3C South; Commissioner Joey Stevens seconded the motion, which passed with all voting aye.
The commission recorded that Quality Correctional Health Care (QCHC), the county's current inmate medical services provider, submitted notice of contract termination effective April 29, 2026. The approved award to 3C South and the pending contract review are intended to ensure continuity of medical services after that date. The minutes note that the contract will be attached to the official minutes as Attachment #1.
Earlier in the session Commissioner Ricky Parker moved to approve the meeting agenda; Commissioner Joey Stevens seconded and that motion also passed unanimously. The commission adjourned the special meeting, subject to call, at approximately 9:05 a.m.
No formal public comment or staff presentation about the RFP is recorded in the meeting minutes beyond the motions and the notice of QCHC's termination. The commission directed that the contract be reviewed by the County Attorney before execution.
