Raleigh City Council voted July 7 to approve rezoning Z5024 (Garner Road) that will allow the Fertile Ground Food Cooperative, working with the JD Lewis Center, to develop a community‑owned grocery and wellness campus in Southeast Raleigh.
Jen and other project proponents described the site’s constraints — riparian buffers and steep slopes on the rear of the parcel — and said the applicant has deed‑restricted the steep, creek‑side portion as permanent open space. Project supporters told the council the cooperative will bring fresh food, roughly 20 jobs and a community gathering place to a neighborhood the presenters characterized as underserved for grocery access.
Staff noted the request was inconsistent with a specific parcel’s Future Land Use map designation but said the rezoning is consistent with broader comprehensive‑plan policies supporting compact, mixed‑use development and improved food access. The Planning Commission recommended approval unanimously; council approved the rezoning (a council member recused herself because of a prior donor relationship). Conditions limit certain uses and cap office and retail square footage.
The project proponents said they expect the cooperative to be community‑led and environmentally conscious; they also requested and received council support to explore city funding sources and partnerships.
What happens next: the applicant will proceed through site planning and the public review process; council’s approval also updates the Future Land Use map for that parcel as described in the adopted consistency statement.
