Thorntown council discusses new well, Westfall Place utilities and wastewater updates

At the Aug. 19 Thorntown Town Council meeting, council members discussed several near-term water and wastewater issues that the town will need to address, including the likely need to drill a new well, corrections to an IDEM permit for the Westfall Place project, and upcoming sanitary-sewer work.
Max Allen (USB) told the council Thorntown will be in need of drilling a new well in the near future and raised concerns about how the town's aquifer relates to nearby Lebanon. Dan Cutshaw of MS Consulting said the IDEM application for Westfall Place had been completed incorrectly and he is working with IDEM to provide correct permit information. Dan said a new well, pump and other equipment will likely be needed to meet future town needs and advised against creating two separate water systems; MS Consultants will evaluate the town's water system and study well-field data to determine aquifer reach.
Oksana Polhuy (MS Engineering) recommended a water-pipe easement involving four residential lots along SR 47 so those lots could receive water service and fire protection via a new hydrant; the transcript records that Arbor is not interested in talking with those landowners and the council would need to discuss the easement with the owners. Dan also reported that Accu-Dig will begin next week to work on the Sanitary Hot Spot list as part of the Wastewater Master Plan update and that alley mapping/right-of-way work is complete.
On routine business, Councilmember Dave moved to approve the Aug. 5, 2024 minutes; Shawn seconded and the motion passed, 5-0. With no other business, Larry moved to adjourn at 8:31 p.m.; Shawn seconded and the motion passed, 5-0. Sara Fairfield re-appointed Bruce Burtner to the Stormwater Board and noted that replacement members will be needed as other terms expire.
Next steps identified in the meeting: MS Consultants will continue evaluations of the water system and correct the IDEM permit information for Westfall Place; council discussion with affected landowners will be required before any easement is finalized.
