Peekskill council unanimously approves downtown dining closure, appointments, grants and a firefighter benefits amendment

The Peekskill Common Council on May 11 approved seven resolutions addressing street closures, appointments, grants and program amendments.
Resolution J1 authorizes the temporary closure of a portion of North Division Street to create a pedestrian walkway and expand outdoor dining on Fridays (5–11 p.m.), Saturdays (4–11 p.m.) and Sundays (2–10 p.m.) from May 15 through Nov. 1, 2026. Councilwoman Talbot moved the measure and the council voted unanimously to adopt it.
Resolution J2 appoints Jeanette Nolcasso to the City of Peekskill Human Relations Commission. Councilman Fassett moved the appointment; the council approved it unanimously.
Resolution J3 amends the April 27, 2026 authorization for the city manager to enter into a professional service agreement with the Westchester County Employee Assistance Program (WCEAP) to add volunteer firefighters as eligible participants alongside full-time employees. Councilman DeGruggio said the addition would be paid from the fire department line and noted a cost of $22 per volunteer per year, "not to exceed $450," as stated in the staff presentation; the council approved the amendment unanimously.
Resolution J4 directs the city manager to apply for NYSEFC wastewater planning grant funding to support work including Lower South and Depew-area projects; Councilwoman Chang presented the motion and the council approved it.
Resolution J5 authorizes an agreement with Barton Lejudice for engineering services related to local dam safety to remain in compliance with New York State environmental dam-safety rules; Councilman Rigger moved the measure and the council approved it.
Resolution J6 authorizes the city manager to submit a $1,120,000 application to the New York "Plays" initiative for playground and restroom improvements at Riverfront Green Park and to allocate $280,000 in matching city funds; Deputy Mayor Riley moved the measure and the council unanimously approved it.
Resolution J7 accepts a $50,000 grant award from the New York State Division of Criminal Justice Services (project DCJ01B124-24) for community-based violence intervention and prevention for the period May 1, 2026 to April 30, 2027; Councilwoman Talbot moved and the council unanimously carried the acceptance. The resolution states funds will be used for personnel, overtime, equipment, program materials and administrative costs; no local match is required.
After the votes, no members of the public spoke under general "citizens desiring to be heard," and the council moved to an executive session on personnel/medical/credit/employment matters.
