Lakehurst council approves consent agenda, adopts cannabis site-standards ordinance and introduces 2025 budget

The Lakehurst Borough Council on April 3 approved its consent agenda, adopted Ordinance #2025-03 to amend site standards for licensed cannabis operations, and introduced the 2025 municipal budget during a regular meeting at the Lakehurst Community Center.
The consent agenda included Resolutions #25-096 through #25-101 covering payment of bills, an equal employment opportunity resolution, self-examination of the 2024 municipal budget, support for the 2025 UDrive. UText. UPay. distracted-driving crackdown, authorization of an agreement with the Lakehurst Board of Education for a School Resource Officer, and a change order for the 2022 NJDOT Pine Street & Rose Street curb and sidewalk project. The council approved the consent agenda by motion and roll-call vote.
On a separate motion, the council approved Ordinance #2025-03 on second reading, which amends Section 32-4 ("Site Standards for Licensed Cannabis Operations") of Chapter 25 ("Land Development"). The council opened the public hearing on the ordinance but recorded no public comments before adopting the ordinance by roll call. Councilwoman Bernadette Dugan told the council that the ordinance’s operating hours were set "to 8:00 a.m. to 10:00 p.m."
Councilman Robert McCarthy moved and Jeffrey Emmons seconded the motion to adopt Ordinance #2025-03. The council’s roll-call votes recorded approval; the members present voted in favor.

According to the council’s summary, the Finance Committee kept the budget tight; Councilwoman Dugan said the estimated tax impact for a home assessed at $250,000 is about $75 per year, reflecting roughly a 2.5% tax-rate change as presented to the council.
All formal motions at the meeting passed by roll call among members recorded present at the session. The council adjourned at 8:01 p.m.
