Toledo City Council approves transfers, adopts FY27 wages and new rounding policy

Mayor Brian Sokol presided over the meeting at the Reinig Center. Councilmember Cook moved to approve the consent agenda, Councilmember Vesely seconded, and all present voiced ayes. The consent agenda included the June 8 meeting minutes, invoices totaling $282,064.96 and payroll of $47,683.28, eight mowing/utilities liens, and building permit 2026‑20 (205 W. Carleton, 20'×20'×7.5' storage shed).
Councilmember Cook then moved Resolution #2026‑17, authorizing transfers to cover debt obligations and fund deficits; Councilmember Vesely seconded. By roll call Pansegrau, Boll, Ray, Cook and Vesely voiced ayes, and the resolution passed.
Later the council considered Resolution #2026‑18, approving the FY27 budgeted wages for city employees. Councilmember Boll moved and Councilmember Pansegrau seconded; Councilmembers Ray, Cook, Pansegrau and Boll voiced aye while Councilmember Vesely voiced nay. The motion carried 4–1 and the resolution was adopted.
The council also approved a policy eliminating penny change after the U.S. Mint announced pennies would cease production. Under the new policy cash transactions will be rounded to the nearest nickel; the council clarified that the rounding difference will be added as a credit. Councilmember Cook moved the policy, Councilmember Pansegrau seconded, and all present voiced ayes.
Under old business the council reviewed a policy governing use of city‑owned outdoor property. The policy text was not changed but was clarified to give precedence to city‑sanctioned events; any proposed use must be brought before the council. Councilmember Vesely moved to approve the policy and Councilmember Cook seconded; the motion passed by voice vote.
