Aransas Pass council approves consent agenda, seeks sewer study, accepts Lowe’s traps and okays fire equipment purchase

Consent agenda: The council approved consent agenda items 7.1–7.4 (including a road paving item and issuance of an RFP) by voice vote after a motion from a council member; the presiding official announced the motion carried.
Sanitary sewer study RFQ: Council authorized staff to advertise a request for qualifications (RFQ) to study citywide inflow and infiltration that is causing manhole overflows and stressing the wastewater treatment system. Staff said the problem appears citywide and that TCEQ has been notified and supports the study; the RFQ is a step toward identifying projects and funding.
Donation for animal control: The council adopted a resolution accepting a donation of four humane live-animal traps from Lowe’s for the city’s trap-neuter-return program; the resolution specifies the traps become city property, will be inventoried, and may be used by staff, animal-control personnel, authorized volunteers or partnering organizations.
Fire-equipment purchase: The council approved purchase of self-contained breathing apparatus (AirPaks), thermal imagers, and hydraulic extrication tools for the fire department in an amount not to exceed $357,741. Staff noted the AirPaks purchase may be deferred if the department secures an Assistance to Firefighters grant, which would free funds for other projects.
Tabled item and executive session: The council voted to table item 8.5 and then announced it would enter an executive session to discuss several items including the Aransas Pass Chamber of Commerce audit, harbor lease and sea-level/marine issues, a personnel matter, prospective commercial development projects and purchase of real property.
Why it matters: The sewer study will guide infrastructure repairs and future funding requests; animal-trap donations support humane animal-control efforts; the fire-equipment purchase upgrades emergency response capacity.
