County staff presented two options from Trane to address persistent HVAC and humidity problems at the county jail and to establish ongoing service and remote monitoring.
Jason, addressing the commission, summarized a two‑part proposal. The first package is a mechanical scheduled service — biannual inspections and basic startup/shutdown checks — estimated at about $21,000 per year (roughly $43,281 for two years). The second package is a comprehensive BAS (building automation system) agreement that adds 24/7 remote monitoring, a bank of on‑site support hours (96 hours per year) and prioritized response when issues are detected.
"We would have full time, 24 7 remote, help," Jason told the commission, describing how remote technicians could diagnose issues and, when necessary, dispatch local technicians.
Staff said the BAS option would provide faster troubleshooting and system trending data but comes at a higher recurring cost; the simpler service agreement would buy routine checks and limited value. Commissioners discussed negotiating a later start date and pushing for warranties or additional seasonal changeovers to be included. One commissioner asked whether remaining bond funds tied to the jail could cover the work; staff said the start date, services and price are negotiable and that they would seek better terms.
No formal action was taken. Staff were directed to obtain quotes, clarify start dates and warranty coverage, and return with a recommendation and proposed funding source in a future meeting.
