Thorntown Council approves routine minutes and expenditures, discusses parks, appraisal and an $83,000 wastewater refund

The Town of Thorntown Council approved routine business and heard updates on parks and town finances at its Feb. 3 meeting.
On customary items, the council approved the Jan. 13 minutes (motion by Bruce Burtner, second by Randy Bruder; motion passed 3-0). The Clerk/Treasurer, Koren Gray, requested funds to attend the spring ILMCT conference in Plainfield and presented an APV register of payments not previously recorded; motions to approve the conference expense and to approve the register both passed 3-0.
Park Board member Sarabi Wallace reported several planned events for the summer, including four movies in the park, a farmers market, continued Shalom House meal service at Lions Park, planning for a circus and work on the Little League contract. The council discussed leasing the Lions Park barbecue pit and asked that any lease specify responsibility for repairs and that the town be named as an additional insured. Clerk/Treasurer Gray said Joseph Wells, who is working on the asset inventory, advised that Lions Park needs an appraisal; the council asked staff to estimate appraisal costs.
Council announced it will hold an executive session on Feb. 10 to discuss prospective employment of a municipal consultant and that a section of the Employee Handbook on PTO will be reviewed; no other handbook sections will be reviewed. Separately, Gray said Bank of New York Mellon has leftover funds from the wastewater project that can be returned to the town; Dave Williams signed paperwork requesting an approximate refund of $83,000.
With no other business, the council adjourned at 9:00 p.m. after a 5-0 motion to adjourn by Dave Williams with a second by Sara Fairfield.
